As of January 1, 2024, foreigners (aged 16 and older) are required to undergo mandatory dactyloscopic registration when obtaining the following documents:

  • Visa
  • Temporary Residence Permit (TRP)
  • Residence Permit (RP)
  • Refugee ID and/or Travel Document
  • Deportation or return decision under readmission agreements (in accordance with international agreements concluded)

Due to this new requirement, we receive numerous questions, which we will address in this article.

What documents are required for dactyloscopy?
  • Original identification document of the foreigner
  • Individual Identification Number, IIN (only when obtaining a temporary residence permit)
Frequently asked questions on dactyloscopy in Kazakhstan
  • Where should the dactyloscopy procedure be carried out?
    When applying for a visa, TRP, and RP within the territory of Kazakhstan, dactyloscopy can be conducted at the police units.

    When obtaining a visa abroad, foreigners undergo dactyloscopy at Consular Offices at the Embassies of the Republic of Kazakhstan.

  • How will the dactyloscopy procedure be conducted?
    Fingerprints will be taken in a live queue. As a result, a certificate of dactyloscopy completion is issued on the spot, which must be submitted for further visa, TRP, or RP processinag.
  • Is there administrative responsibility for refusing to undergo dactyloscopy?
    Refusal to undergo mandatory dactyloscopic registration entails administrative responsibility, leading to deportation from the country in accordance with Article 443-1 of the Administrative Code.
  • Is it necessary for family members (aged 16 and older) accompanying a foreigner to undergo dactyloscopy?
    Yes, when applying for a visa, TRP, or RP, family members (aged 16 and older) are also required to undergo the mandatory dactyloscopy procedure.

Verification
If a foreign national has previously undergone fingerprint registration when applying for a TRP, visa, or PRP, then upon subsequent application for renewal, a verification procedure is carried out - a check of the previously recorded data in the database of the Ministry of Internal Affairs (MIA) of the Republic of Kazakhstan.

Refusal to undergo mandatory fingerprint registration or verification entails administrative liability in the form of deportation from the country (Article 443-1 of the Code of the Republic of Kazakhstan “On Administrative Infractions”). At the same time, the receiving (inviting) party bears no responsibility if the foreign national fails to fulfill this requirement independently.
